Thank you, Madam Chair, for giving me the floor.
At the outset, I would like to thank you for your continued leadership in facilitating our discussions on the Implementation Review Mechanism and the Secretariat for its great efforts in preparing and supporting our work.
Denmark spports the statement that was delivered by the European Union on this agenda item yesterday. In the following, I would like add a few remarks in my national capacity regarding the next phase of the Implementation Review Mechanism (IRM).
I wish to start by thanking Qatar for having provided us with a zero draft of the resolution on the second phase of the IRM, as well as for the useful presentation yesterday.
Madam Chair,
Denmark reiterates its support for a more transparent and inclusive IRM.
We continue to strongly support the UNCAC Coalition's Transparency Pledge and its initiatives to ensure transparency and the involvement of non-governmental stakeholders in the review process. We believe that these aspects are key to promoting accountability, respect for the rule of law, and public trust – all of which are preconditions for effectively preventing, detecting, and combatting corruption, and hence securing an effective and successful implementation of the UNCAC.
To ensure increased transparency, we support that relevant information about country reviews is made available to the public. This includes information about the timeline of the different stages of country reviews and practical information for non-governmental stakeholders about their possibilities to participate in the review process.
In addition, we support that all essential documents from the review process are made publicly available, including self-assessment checklists, country reports, and submissions of non-governmental stakeholders.
To strengthen the participation of non-governmental stakeholders, member States should engage with all relevant stakeholders at key stages of the review. This includes ensuring that stakeholders have the possibility to provide input on the self-assessment checklist, participate in meetings with the reviewing States
during country visits, and are included in the implementation of review recommendations.
Furthermore, we welcome the participation of non-governmental stakeholders in the IRG meetings as observers, so that they are provided with the opportunity to present their views on matters related to the implementation of the UNCAC.
Finally, on the scope of the second phase of the IRM, we support the calls that have been made to secure an effective and meaningful follow-up on recommendations from the first phase, in addition to relevant developments subsequent to the first phase reviews.
Madam Chair,
Denmark reiterates its support for the IRM, the UNCAC and the Secretariat, and we remain committed to engaging constructively with delegations and other stakeholders towards adopting a decision about the launch and design of the second phase of the IRM at CoSP11 later this year.
