Agenda item 1 General Statements.

National statement at the 1102th meeting of the OSCE Forum for Security Co-operation.

26th March 2025 As delivered by Niels-Christian Levin Hansen, Military Advisor, Permanent Mission of Denmark to the OSCE

Thank you, Mr. Chair.

Denmark fully aligns with the statement delivered by Poland on behalf of 26 EU Member States, but please allow me to make some remarks in my national capacity.

Mr. Chair,

The latest Security Dialogue led to reflections on the rules and norms regarding the behavior of participating States in the security sphere.

Mr. Chair,

Russia violates the UN Charter.

Russia violates all 10 principles on security in Europe, listed in the Helsinki Final Act.

Russia violates the 1994 Budapest Memorandum, as well as the Minsk Agreements of 2014 and 2015.

And now ongoing into its fourth year, Russia continues its illegal and unprovoked full scale invasion of Ukraine leading to an endless stream of reports on actions by its

soldiers that would constitute war crimes.

Mr. Chair,

So - our common framework of international law, treaties and agreements provide explicit rules and norms on participating States behavior in the security sphere. But Russia breaks them. This is why Denmark stands by Ukraine and continues to demand that Russia ceases its illegal war of aggression and withdraws all its military forces and equipment, unconditionally and entirely, from the territory of Ukraine. And those same rules and norms also lead us to insist that those responsible for crimes committed must be held accountable.

Mr. Chair,

In addition to our steadfast political and diplomatic support, Denmark has also contributed both military and civilian aid to Ukraine. Approximately 8.3 billion EUR so far. This places Denmark among the top contributors of support to Ukraine both in per capita terms and in absolute figures.

Denmark’s objective remains to secure Ukraine a position of strength. Not to prolong the fighting - but to end the war. To enable Ukraine to secure a just and lasting peace at the negotiating table. And to deter Russia from future attacks on Ukraine or any other country.

Mr. Chair, finally I wish to add the following.

Denmark condemns the disinformation presented by the Russian delegation at the last FSC meeting, which included fake images of newspaper front pages. These false stories, which were never published by the newspapers they purported to represent, are part of a deliberate attempt to mislead and confuse. Such unprofessional presentations have no place in a serious diplomatic forum. Denmark calls on the Russian Delegation to stop spreading disinformation and to fully commit to transparency and integrity in our discussions.

Thank you, Mr. Chair
